Members of the Vehmgericht or Judges of the Secret Court, of Westphalia, who have just hanged one of their victims from a tree.
The Vehm were rumored to have had lasted as late as the 19th Century, and reputedly was the historical model for Paul Joseph Goebbels when he designed the political terrorist group the Der Wehrwolf.
